Main points

7:00 p.m. Annual General Meeting

Paul Moroney outlined the main issues in the report on the operation of the landfill and committee issues for 2011, which was circulated to members before the meeting commenced. Sheila McTigue queried if the amount of recyclables had reduced since the introduction of the recycling charge. Paul Moroney replied that the levels had not decreased and in fact Clare County Council had very high recycling rates in comparison with other counties.

Perry Long asked if Clare County Council received payment for the material that was removed off site. Paul Moroney replied that these services are done by contract, some services are paid for by Clare County Council and the council in turn receives payment for other services.

Election of chairperson

Dominic Keating proposed that Michael Hehir remain as chairperson of the community liaison monitoring committee for the coming year. Michael Hehir invited other nominations for this position. No other nominations were received. Sheila Mc Tigue seconded Dominic Keating's proposal. Michael Hehir then chaired the meeting.

Matters arising from minutes

John Longe asked if the cell was fully sealed at present. Maeve Ryan replied that the cell was fully sealed with the lldpe liner. She advised that the clay cap would be put in place in the next 2 months, weather permitting.

John Longe asked if it would be correct to say that there would be no more odours once the clay cap was in place. Paul Moroney replied that he couldn't give that guarantee; however, he assured members that staff would continue to manage landfill gas, and continue monitoring in accordance with the EPA licence.

Odour management

Perry Long noted that there had been a number of incidents relating to the flare since the last meeting and that the flare had been down for two days in December. She said that it was previously agreed that local residents would be alerted by text message if there was an incident on site which could cause a nuisance, however no notification was received. Ms. Long said that there had been seven occurrences of shocking gas and waste odours in December, which were worse in the Maghera area in January. Maeve Ryan said that there had been an issue with the main flare in that the signalling service had failed. She advised that the Clare County Council had since changed servicing companies to an Irish company called IBSL Ltd. This company comes with a very good reputation and have an excellent system in place to avoid alert failure. Paul Moroney noted that he had undertaken for text messages to issue to members and apologised that members did not receive notification on this occasion. 

Correspondence

Perry Long queried the item referring to an exceedance of suspended solid levels at the outlet from the new storm water pond to which Maeve Ryan replied.

Any other business

Perry Long referred to the litter patrol which took place around the facility on the previous Friday. She said that under Condition 6 of the Waste Licence that litter patrols should take place regularly. Maeve Ryan advised that there are Health and Safety implications for carrying out litter patrols in roads which do not have a hard shoulder. She said that litter patrols had to be done in conjunction with staff in the area office in Ennistymon.
