Matters arising from minutes:

Perry Long asked if the Closure, Restoration and Aftercare Management Plan would now differ substantially than if the Landfill closed as expected. Paul Moroney replied that the substantive details would not change. The plan will be sent to the EPA and will be subject to the Agency’s approval before it can commence.

John Longe queried the future plans in relation to the large quantity of trees growing at the facility. Paul Moroney added that this issue needed to be addressed; however it was not the intention of Clare County Council to take down any trees. Perry Long enquired about the line of trees at the top of the facility and asked if they grew properly. Maeve Ryan said that a landscape contractor comes in to ensure that they are properly maintained.

Odour management:

Maeve Ryan advised that the flare was down overnight after the last meeting. This occurred as a result of a breakdown in two systems, one of which was the autotext modem.  As a result of the modem failure, out-of-hours maintenance staff did not receive a text notifying them of the flare downtime.  A new type of modem has been ordered, which restarts automatically and which continues to send repeat texts until a response is received.  This will be installed by a new service company (Greenfield Technology) who have been engaged by Clare County Council to carry out flare maintenance during 2011.

Maeve Ryan said that gas is being extracted continuously from Cell 12.  It is hoped that the clay cap will be applied to this cell in April.  Once the clay cap is installed, the gas wells will be connected to the flare via permanent welded pipes.   Perry Long referred to the August 2010 OMI Report and asked if the problem areas identified in the previous report were in similar locations to the areas identified in the last report.  Maeve Ryan replied that the problem areas identified in August 2010 were the active cell and the leachate riser sheds.  Since the survey was carried out, specially designed end caps had been placed on the leachate risers.   It is expected that this will result in a big improvement to emissions from the leachate riser sheds.   In relation to the active cell, new vertical monitoring wells have been installed here in addition to the horizontal system.   These have been connected to the flare. 

Correspondence:

Perry Long queried Clare County Council’s request to accept 150 tonnes of bio-stabilised waste from Barna Waste. Paul Moroney clarified that this referred to fines left over after processing black bag waste and contains no organic material and therefore doesn’t smell. Ms. Long also queried the correspondence requesting approval to accept settlement pond sediment from Finsa Forest Products. Maeve Ryan responded to this query.

Any other business:

Perry Long asked if Clare County Council still anticipated that the Facility would close at the end of the year given the current intake of waste to the facility. Paul Moroney replied that there was capacity for approximately 40,000 tonnes of material in Cell 13 (including cover) and that the Council is very confident that this amount of waste will be received by year end.

Michael Hehir said that he wished to thank the Environment Section and Facility Staff on behalf of Inagh Parish Council for allowing material to be brought in to the Facility as a result of a recent clean up.
