Where a facility discharges trade and/or sewage effluent to ground or surface water a Section 4 Discharge Licence is required from the Local Authority under the Water Pollution Act 1977 as amended. Discharge Licences set conditions, so the discharge is treated and controlled in a manner that protects the receiving environment. Uisce Eireann issues licences to trade facilities for discharges to the public sewer network. The EPA issues licences to Uisce Eireann for discharges from urban wastewater treatment plants and also to industries.
