Noise pollution and noise action plan

Clare Local Authorities publishes a noise action plan. This five year strategic document is published under the Environmental Noise Directive 2002/49/EC and enabling Regulations (SI 140 of 2006) to address noise from major transport sources.

The plan deals with road traffic noise from major roads with more than 3 million vehicles per year.

Noise complaint

A national policy for dealing with noise complaint was developed in 2016 by the Environmental Protection Agency (EPA):

It is the policy of Clare County Council to adhere to the guidance in this document in the interest of applying best practice. 

Clare County Council do not pursue noise complaints where the source of the noise is domestic in nature e.g. noisy neighbours, house parties. We advise members of the public to use Environmental Protection Agency Act, 1992 (Noise) Regulations, 1994 (S.I. 179 of 1994) Section 108 to complain to the District Court regarding the noise nuisance causing unreasonable annoyance. The court may order the offending person or body to take specific measures to limit or prevent noise pollution.
