Thank you for the motion which highlights the continued support for the collaborative work being undertaken across the North Clare area.
Clare County Council acknowledges the significant progress made to date under the North Clare Traffic and Transport Plan, which has been delivered through strong cooperation between the Municipal District, local Councillors, the North Clare Community Group (NCCG), community organisations, and other relevant stakeholders.
A cross-directorate team has been instrumental in delivering a range of successful initiatives. Notably, tourism-related elements such as the Burren Explorer were supported through funding from Tourism and the Cliffs of Moher DAC. Meanwhile, road improvements, maintenance, signage, and lining have been carried out using the Schedule of Municipal District Works budget and the Municipal District’s own resources.
We welcome the continued engagement of all parties and will explore the potential for identifying further funding to support works in 2026
It was agreed that an internal meeting of the NCCG and Councillors would take place in September.

Following on from the exceptional work done to launch the Burren and Cliffs Explorer Shuttle in May this year I call on Clare Tourism & Failte Ireland to work with host communities in developing a local area business and community training program and tool kit with a view to maximising the success of this innovative initiative for 2026 season. I further call on Clare tourism & Failte Ireland to work with areas on developing their own local experience and quality infrastructure along with enhancements to their unique heritage & story in order to lift the overall North Clare experience & dwell time.

The Burren and Cliffs of Moher UNESCO Global Geopark, being the finest example of a glaciated karst landscape in Europe is home to a very special collection of flora and fauna, an abundance of ancient archaeological sites, and vibrant local communities, working together as we know, to enhance everyone’s understanding of this special place. The Burren was also named the Best Place to Holiday Ireland 2022 in The Irish Times’ competition. Based on this foundational strength within North Clare, this allows for enhanced experiences that are available for marketing and promotion which proliferates through Visit Clare, the Burren Geopark and Fáilte Ireland. There is an abundance of marketing and promotional collateral which is freely made available to local businesses and communities to share the message of experiencing all that North Clare has to offer, in addition to the promotion of the Burren and Cliffs Explorer Shuttle (www.visitclare.ie/bus). In addition, local communities and tourism businesses are invited to the annual ‘Tourism Together’ networking event, to further strengthen this collaboration. Along with this, there is strong cross working relationships with the North Clare Communities Group, the Burren Ecotourism Network and also with Fáilte Ireland as part of the Burren and Cliffs of Moher DEDP implementation group.
To add to this, the Burren Geopark recently became a EUROPARK Member, which will further strengthen the working relationships between the Geopark and the National Park, all to the benefit of local communities and businesses.
The above is key to earning the status of a UNESCO Global Geopark and again this was a foundational milestone in achieving the EarthCheck destination certification for the entire County, for which an action plan is being worked through as to ensure the benefits of tourism are encapsulated within communities. As above, the Burren and Cliffs Explorer Shuttle is widely promoted and featured from Visit Clare and Fáilte Ireland with Fáilte Ireland providing additional animation to allow for increased promotion of this service.
Also working with businesses and communities in North Clare, the Geopark office are centrally involved in unique heritage events to include the upcoming event called Dry Stone Walls of the Burren, on Saturday 19th July 2025 as well as the Furnace Festival at Caherconnell on the 23rd and 24th August, showcasing medieval iron smelting and forging. The Geopark office also provide outreach to education centres and have also hosted the very successful annual Geopark Academy.
We continue to work with the Burren Ecotourism Network and local communities to ensure that the exceptional work and innovation of the Burren and Cliffs Explorer will continue to enhance.
Cllr Garrihy recognized all the work done to get the Burren shuttle Bus service off the ground noting the recognition it is getting nationally and internationally. He said that the focus now needs to be in assisting some community groups with who do not have access to professional services and help them with marketing their towns and villages.

I call on Kilrush MD to engage with TII on dangerous bends on N67 at Craggaknock, due to a lack of signage in both directions. From Doonbeg direction you have a series of tight bends before you reach a 90c bend at Craggaknock ,this area is an accident black spot. From the Quilty direction it’s the first serious bend on a junction to Creagh with a steep incline ,the road continues with a further serious of bends . A combination of signage is required to alert all drivers there is a serious of dangerous bend ahead .

The N67 – from its junction with the R-484 in Caherfeenick to its junction with the R-483 at Craggaknock – has a series of bends of varying severity. While there are some warning signs in place this section of road might benefit from a review of the warning signage, with a view towards erecting additional signage if necessary.
The West Clare MD will raise the matter with our colleagues in the Roads and Transportation Department, who liaise directly with TII.

The default speed limit on all local roads was recently reduced from 80 kmh-1 to 60 kmh-1, which should help with reduce driver speed in the area. The recent watermain replacement works on the L-2092 (leading to Miltown Malbay) led to the road being (in effect) widened and resurfaced, so cars may be inclined to pick up a little too much speed on the road. I will ask our roads technician to review existing signage in the area and erect additional warning signage for the Crosses of Annagh junction if necessary and appropriate.

The L-6170 was not included on the recently adopted 2025 Schedule of MD works. We can consider it for inclusion on the 2026 Schedule. In the meantime, I will ask the Area Engineer and the local roads sGSS to visit the road with a view towards having the velocity patcher repair potholes when it is next in the area.

I didn’t notice anything awry with the footpaths in the vicinity of the when I was last in Cree. I will raise the matter with the Area Engineer and the local roads sGSS and we can replace any cracked footpath bays and lifting kerbs.

Kilrush road into Doonbeg village, needs urgent review due to road narrowing as a result of new housing in previous years, speed limit signage needs to be reallocated outside these houses and bad bend on approach to Doonbeg. Engineer needs to assess the area under road safety measures.

The Kilrush Road leading into Doonbeg is the L-2030 local primary road. There are some new houses (and footpaths and lights) on the section of the road outside the 50 kmh-1 speed limit signs. The default speed limit on this section is now 60 kmh-1, following the recent speed limit review. It is my understanding that relocating the 50 kmh-1 speed limit signs to the Kilrush side of the bend can only be done following a speed limit review or a speed limit appeal. A speed limit review has recently been undertaken, and there probably won’t be another review for a few years. I would question the merit of a speed limit appeal so soon after a speed limit review has taken place, and while Local Authorities are still putting in place the requisite changes following the recent review. I’d agree with Councillor Gould that there is merit in relocating the 50 kmh-1 speed limit sign, but it may not be possible for a while.

That the West Clare MD formally write to the TII informing them that the N68 Kilrush to Ennis road is a danger to life and request immediate fund is approved for urgent repairs as well as a 3 year rolling plan on the maintenance that the TII intended to complete to ensure the major artery to West Clare in brought up to and maintained to an acceptable manor.

Once this Motion is agreed by the Members, I will arrange to write to the TII on this matter. The Municipal District have highlighted defects on the N68 to the TII through Clare County Council’s Road Section and will continue to put forward additional requests as they occur.
The Members all agreed to write to the TII to inform them that the N67 Kilrush to Ennis road is a danger to life in its current condition. They are looking for immediate funds for urgent upgrading works along the route.

That the WCMD request an urgent meeting with Uisce Éireann following complete failure to provide safe drinking water for prolonged periods in during May and June, this is having a major impact on residents, and businesses in West Clare. Uisce Éireann don't have a handle on the situation nor an effective communication strategy.

I will write to Uisce Éireann on the Members behalf once this Motion is passed to request a meeting to discuss the concerns raised. The members are seeking an urgent meeting with the Head of Operations at Uisce Éireann following complete failure to provide safe drinking water for prolonger periods in May and June. A discussion was had on the impact this is having on peoples health, expenses and disruption to business tarnishing the reputation of West Clare and giving a poor impression on tourism. Cllr Keating suggested that a tanker should immediately be provided when there is a burst pipe so a least people would have a depot to go for their water rather than waiting, which would be the responsibility of Uisce Éireann.

The R476 Regional Road at Kilnaboy Cross is being considered for a Department of Transport funded Low Cost Safety Scheme. The project is currently with our Road Design team and may be included in our 2026 allocation. One element of the overall design will include a speed limit review.

Submission – Route 350 Consultation
Clare County Council would like to make a submission to the plans to improve the levels of bus services in West Clare the purpose of which the NTA advise is to:
Increase the frequency of Route 350 to every 90-120 minutes, with new evening services.
Improve travel times for passengers in South, West and North Clare by making Routes 350 and 333 more direct.
Introduce New Route 338 between Ennis and Ennistymon via Corofin, Kilfenora and Lisdoonvarna to expand access to The Burren and reduce travel times between Lisdoonvarna and Ennis.
It is noted the current plans, subject to public consultation, will be introduced in mid-2025. Further to engagement from local Oireachtas Members, Elected Members representing the views of towns and villages impacted by the proposed changes together with the strategic focus of Clare County Council, please note our feedback on the following proposed amendments to the local routes, provided below:
Improving journey times for passengers along the Wild Atlantic Way
The plans proposed aim to improve journey times for passengers while providing more reliable, frequent services to local communities along the Wild Atlantic Way.
Route 350 between Lisdoonvarna and Ballyvaughan via the N67
Under the proposals, the NTA plans to increase the frequency of Route 350 to every 90-120 minutes throughout the day as well as introducing new evening services. To ensure the reliability and efficiency of the service and to take account of local traffic issues, the proposals include plans to re-align the service to operate between Lisdoonvarna and Ballyvaughan via the N67, providing a more direct route for most passengers on the route.
350C seamless connection via Ballyvaughan, New Quay, and Nogra
To complement the changes to Route 350, Route 350C will operate along the R477 via Fanore and onto Kinvara, providing a seamless connection via Ballyvaughan, New Quay, and Nogra.
The new services will be integrated with the TFI Live app for convenient journey planning, and cashless payments will be facilitated by the Leap Card fare system. Free Travel Passes will also be valid on applicable services along the corridor.
Route 333 Ennis to Kilkee via Doonbeg
Route 333, which operates between Ennis and Kilkee via Doonbeg, will be rerouted under the proposals to make the service more direct. This will see the route operate between Ennistymon and Ennis via Inagh instead of its current alignment through Corofin and Kilfenora.
R338 Ennistymon to Ennis via Lisdoonvara, Kilfenora and Corofin
A new service, Route 338, will be introduced under the proposals and will operate between Ennistymon and Ennis via Lisdoonvara, Kilfenora and Corofin, replacing the Route 333’s service.

Clare County Council’s Rural Directorate would like to make the following comments:
Route 350 currently takes the coast road from Ballyvaughan to Lisdoonvarna via Fanore, with a direct service between Ballyvaughan and Lisdoon via Corkscrew Hill.
Well attended public meetings have taken place in Fanore, which will no longer be directly served by the proposed changes.
There is a concern as regards the lack of local community engagement.
There is also concern that the proposed shuttle service (350C) meeting the 350 services at Lisdoonvarna and Ballyvaughan will remove the direct link the Community of Fanore have with Galway City resulting in long delays and waiting times in Ballyvaughan for the connecting services with the potential for missed connections and delays due to delays with the main 350 service or potentially no space available on the 350 service due to the demands of the service which serves the Cliffs of Moher.
According to the 2022 census the proposed new route will service 188 potential passengers while the existing one services 474 consequently the changes will have a negative impact on the local community’s connectivity.
The proposed changes increase the potential to have buses commuting both ways on Corkscrew hill (i.e. NTA and Cliffs of Moher Coaches) where this change will be in contradiction with the current coach one-way traffic flow system in place from the Cliffs and could likely result in a difficulty for buses travelling in different directions to safely pass each other on such narrow roads.
To remove the direct service to Fanore etc and replace it with a shuttle service will do a huge disservice to the communities who rely on it, with a knock-on effect of eroding the sustainability of rural communities. From a strategic perspective, the objectives of Clare’s Rural Development Strategy 2030, is on sustaining our rural way of life with the charter reflecting agencies commitment to Rural Clare, ‘Deliver actions and services that best assure peoples rural way of life, economically, socially and culturally’ and Objective 5.7 action 2, ‘Enhanced delivery of public transport networks across rural Clare’. In addition having a reliable transport network further supports our objectives under 5.4 Action 3 in achieving “a reduction in carbon emissions.”
In addition to our Clare Rural Development Strategy 2030 objectives, the statutory Local Economic and Community Plan 2030 coordinated through the Local Community Development Committee (LCDC - which is comprised of key state agencies and the community and voluntary sector in the County) placed significant focus on access to services, given the rural nature of the County and the need for greater connectivity between our rural towns and villages. Goal 3 – Objectives 3.3 To support viable and vibrant towns and village centres which function as sustainable communities and which are linked to rural hinterlands, together with Objective 3.5 To put in place an inclusive, reliable and improved universal access public transport system to provide connectivity and access to services across the County were reiterated as issues of significant concern for Clare people who engaged throughout the extensive public consultation process on the LECP. Their concerns have directly shaped and informed the objectives and actions in the LECP 2030 which is to be delivered over the next six years. Indeed, the LCDC in 2023 conducted a Clare survey through Ireland Thinks which over 55% of the 600 respondents surveyed identified “infrequent services” as their principal transport concern in the county with a further 45% noting “the number of routes” as being a key issue. In proposing changes to the Clare routes the NTA need to ensure they are not adding to these existing concerns and if service providers are to comply with our local policies, which have been informed through extensive public consultation, the focus of any changes should involve addressing these concerns in the interest of sustaining our communities and our rural way of life. Clare County Council through the Roads & Transportation Department in conjunction with our colleagues in Tourism, North Clare Local Electoral Area, Rural Development and Planning staff are working on a North Clare Integrated Traffic and Transport Plan (NCITTP). The primary reason for the plan is to address the traffic congestion (particularly during the busy tourism season), vehicular conflicts on narrow roads, the protection of the designated habitats and to address the significant community concerns that exist. The approach taken has been to involve all key stakeholders with representatives from Failte Ireland, NPWS, Local Link and community representatives heavily involved in the process.
One of the key issues was the conflict between traffic, particularly caused by large coaches meeting on the narrow roads in North Clare and the road safety issues arising from this. In 2024, in association with the Cliffs of Moher team who engaged with coach operators, we piloted a one-way system for coaches and camper vans. This pilot proved beneficial, and it is proposed that the one-way system will be implemented again in 2025 and we hope that the NTA will take this into account when considering routes and licences in the area affected. The Hop On Hop Off bus, detailed below which is being piloted this year, is another initiative under the overarching traffic and transport plan and is delivering on the Cliffs of Moher Strategy.
We recently met with representatives from the communities involved in the working groups and it is clear that any decision on bus routes will have an impact on proposals that are being progressed under the NCITTP as well as on the communities being served by the 350 and 333. It is desirable that an appropriate solution that facilitates work under the NCITTP to address traffic and transport problems, while meeting the needs of the local communities is achieved. Clare County Council would welcome direct engagement with the relevant staff in the NTA to assist identify solutions to the issues of concerns in the short term and to build on the medium to long term desire of maximising the use of sustainable transport in this highly visited tourist destination.
Aligning to the North Clare Traffic and Transport Plan, the Clare Tourism Strategy 2030 and the Cliffs of Moher Strategy 2040, Clare County Council has tendered for a Pilot Shuttle Bus Service for 2025 and 2026, planned to run for the peak season June, July, and August, with the potential to extend to May and September. The shuttle will operate on a predetermined route out and back with designated stops at the towns and villages in North Clare and West Clare.

In light of the repeatedly challenging situation of overgrown hedging on our Rural roads I call on the west Clare MD to engage with local communities through established networks to identify and map areas needing additional focus and to clearly communicate with landowners on their responsibility to maintain the roadside hedging on their property. I further ask that out area offices with the support of Rural Development officers explore establishing area cooperatives to roll out annual hedge cutting with the support of the Grant scheme available.

I thank Cllr Garrihy for this timely motion, and I wish to point out that Under the Roads Act 1993, the responsibility for hedge and verge cutting along local roads lies with the adjoining landowners.
It is important to note that, in accordance with the Wildlife Act 1976, hedge and verge cutting is prohibited from the beginning of March to the end of August each year. This seasonal restriction often results in significant vegetation growth during the summer months. However, this growth should not impede the use of the road, provided the road was previously wide enough to accommodate vehicles safely.
To support local efforts in maintaining roadside vegetation, Clare County Council operates a Community Hedge Cutting Grant Scheme. This initiative encourages collaboration among communities, local residents, and landowners to address overgrown hedges and trees. The scheme offers a grant of €50 per kilometre of roadside hedge or overhanging trees attended to, with a minimum application length of 5 km.

This information will be circulated to all community groups with whom we have engaged, to ensure broad awareness and encourage participation in the scheme.
The Members discussed the current Hedgecutting Scheme which offers communities up to €50 per km and agreed that this was not sufficient and want the matter brought to the attention of the Minister for Agriculture.

Clare County Council’s Road Design Department have confirmed that they are continuing to liaise with Transport Infrastructure Ireland on this proposed pedestrian crossing. Traffic and Pedestrian Surveys, which feed into the design process are now completed. They are currently working on finalising the design with a view to seeking approval from TII before putting the proposal before the elected members and the public.

Grass cutting, to maintain sight distance at various junctions throughout the LEA, is ongoing on a case by case basis. Any specific requests will be examined and considered for inclusion.
Cllr Talty is requesting that grass be cut and weeds removed at local junctions to make roads safer for motorists.

A review of the Bye-laws for the West Clare Municipal District can be commenced in September 2025, which will include public consultation. In advance of commencement of the review, consultation will be held with the elected members and Technical staff in the Municipal District.
The Members all acknowledged the support of the Ennistymon Office and thanked the local Roads Crew for their part ensuring a successful Willie Clancy Festival. They said it was an amazing week enjoyed by crowds of people and the Summer school have said that it was the largest and most successful to date.

That West Clare Municipal District proactively engage with local cycling clubs to establish a system for reporting cycling hazards on our roads. Given the growing significance of cycling in West Clare for sport, tourism, commuting, and health, and with the EuroVelo 1 route traversing our region, it is vital we identify and address dangers such as potholes, poor road repairs, and slippery manhole covers, which often go unnoticed by motorists but pose serious risks to cyclists.
This initiative would involve appointing a liaison in each club or event to provide structured feedback, enabling the development of a live hazard database. Reports would be directed to the relevant authorities such as Transport Infrastructure Ireland for national routes, and Clare County Council for local roads, to support timely repairs and improved road safety for all.

The West Clare MD have a good working relationship with members of the West Clare Cycling Club and will continue to engage with them in relation to hazards on the roads in the area. In addition the MD work with organisers of events in West Clare annually and take into account the main routes used as part of these events when planning the Roadworks Programme to ensure that improvements are carried out to the most highly trafficked roads. There are similar tools available such as the Cycling Route Assessment Checklist (CRAC) set up by the Irish Cycling Campaign.
Additionally, Clare County Council’s Road Design Office engaged in cooperation with many cycling clubs in County Clare in the development of the EuroVelo1 route in the County.
Sport Ireland undertakes a detailed inspection of the EuroVelo1 Cycle Route in County Clare (320 km) every two years. The route is assessed in terms of signage, road surface condition and traffic assessment and must comply with the European Certification Standard. Relevant Municipal Districts are informed of any issues identified on the route.
Doolin Cycle Loops are also inspected by CCC, Road Design Office on an annual basis and periodically by Sport Ireland. The routes are inspected to ensure compliance with ‘Recreational Cycle Trails Criteria for Ireland’. Doolin Cycle Loops were inspected by Sport Ireland in 2025 and achieved compliance with the relevant criteria.
Sport Ireland is currently undertaking an inspection of the Loop Head Cycleway and a report of the findings is due by August 2025.

That West Clare Municipal District engage with local community groups in Kilkee to explore potential sites—whether on Council-owned or community-managed land—for the development of a Community Motorhome Park. This follows the direction outlined in Clare County Council’s accommodation strategy and recent initiatives supported by Clare Local Development Company to facilitate community-led motorhome facilities.
Given the ongoing shortage of tourist accommodation in Kilkee and the growing economic significance of the motorhome sector, this proposal seeks to proactively assess opportunities to enhance local tourism infrastructure in a way that benefits both visitors and the wider community.

Thank you for your notice of motion and in response the Tourism Department will work with the West Clare Municipal District to scope out potential sites, suitable for development with an initial focus around the population centres of Kilrush and Kilkee. There are opportunities as outlined in the Comprehensive Review of Campervan and RV facilities report (December 2023). Since this time, the Tourism Department has been working with Fáilte Ireland and led out on public ‘Alternative Accommodation’ webinars, to generate interest and potential investment opportunities. We are currently working on a draft ‘Accommodation Investment Prospectus’ the purpose of which is to highlight to potential investors, the reasons why County Clare is as a very advantageous County in which to invest in tourist accommodation.
The Tourism Department will continue to work with stakeholders in the pursuit of tourist accommodation in County Clare.
Cllr McInerney requested that a meeting be arranged with the Tourism Department and local community group to explore options in the town for a campervan site.

That West Clare Municipal District examine and adopt proven strategies from other local authorities across Ireland to enhance efforts in preventing dog fouling on public footpaths, parks, and coastal walkways.
Successful approaches in counties such as Fingal, Dún Laoghaire–Rathdown, and Limerick have included high-visibility public awareness campaigns (“Bag It, Bin It”, “Leave Only Pawprints”), community-led reporting initiatives, targeted signage, stencil messaging on footpaths, and increased enforcement through Dog Wardens and Community Wardens. Some areas have also piloted biodegradable bag dispensers and local pledge schemes with schools and community groups.
Given the ongoing concerns raised by residents and visitors alike, this motion seeks a comprehensive and practical response tailored to the needs of towns and villages in West Clare, improving public health, cleanliness, and the overall visitor experience.

Clare County Council is committed to addressing the issue of dog fouling through a combination of education, enforcement, infrastructure, and community partnership. This helps promote responsible dog ownership and protect the quality of public spaces across the county.
Our approach is grounded in encouraging lasting behavioural change through the following key principles:
- Consistent public messaging
- Strong visual and audio cues
- Positive Reinforcement
- Community led action
Recognising the influence of social norms on behaviour, the Council supports local communities in highlighting dog fouling as a shared concern. This fosters a sense of collective responsibility and accountability. The Council’s role is to strengthen these efforts by providing materials, infrastructure, and messaging support.
Public messaging and awareness
- Tannoy Devices: Installed at Diamond Rocks, Kilkee, and five additional locations. These mobile units broadcast audio warnings reminding dog owners to clean up after their pets or face fines. Areas are monitored for instances of dog fouling, and as problematic areas are identified devices will be relocated.
- Signage: Erected in locations identified as dog fouling hotspots to reinforce behavioural expectations.
- Stencilling: “Bag it, Bin it” messages are applied to footpaths and walkways in problematic areas to provide visual reminders.
- Media Campaigns: Print and social media promotion is carried out throughout the year promoting dog owner responsibility. Seasonal campaigns (e.g. summer, Christmas) via newspapers, radio, and social media. The 2025 Summer Beach Campaign includes radio advertisements, newspaper placements, and social media promotion via Clare County Council and Greener Clare social media channels. Our Environmental Awareness Officer has featured on Clare FM, promoting responsible dog ownership through the Leave No Trace – Love This Place interview as well as the Ours to Protect series.
- Free Dog Litter bags are provided to dog-owners. These bags are provided at Area Offices throughout the County.
Our Environmental Awareness Officer was featured on Clare FM and included dog owner responsibility in a Leave No Trace Love this Place Clare FM Morning Focus interview and highlighted the impact of dog fouling as part of the Ours To Protect Clae FM series on Blue Flag Beaches. Our Dog Warden has a weekly slot on Clare FM, during which he regularly reminds dog owners of their responsibility including dog fouling.
Education and community engagement
- Community Talks and Events: Dog fouling is consistently addressed during public engagements and community meetings.
- Green Dog Walker Scheme: Promotes responsible dog ownership through volunteer led action. Participants wear Hi visibility vests with “Leave Only Pawprints” and pledge to always clean up after their dogs, carry extra bags, and offer friendly reminders to others. Green Dog Walker packs, including vests and bone-shaped bag dispensers, are available to community groups.
- Leave No Trace: Clare County Council actively supports this national initiative, which places dog owner responsibility at the centre of protecting shared public spaces.
- School Outreach: A dedicated educational resource is available for schools, delivered by the Environmental Awareness Officer or Community Wardens, ensuring the message reaches younger generations.
Infrastructure and on the ground support
- Dog Waste Bins and Dispensers: Mutt Mitt dispensers and bins are installed in key locations and maintained by Council staff. The message “Any Bag, Any Bin” encourages practical responsibility, promoting the use of any available bin or taking waste home if necessary.
- Community Wardens: Provide visibility and support for local initiatives, including the application of stencilling and distribution of Green Dog Walker materials.
Regional collaboration
In 2021, Clare County Council collaborated with Limerick City and County Council, Cork County Council, and Tipperary County Council on a joint dog fouling awareness campaign. Shared campaign materials and graphics continue to be used and distributed locally. The tagline is “Your Dog, Your Walk, Your County” and “Owners Pick up -It’s the Law”
Community partnership
Clare County Council encourages community groups to collaborate in identifying and addressing dog fouling hotspots. The Council provides support through:
- Educational materials and presentations
- Green Dog Walker packs
- Infrastructure such as bins and dispensers
- Messaging and promotional materials
Community involvement is essential to embedding a culture of responsible dog ownership across County Clare. Since 2024, a dedicated resource has been assigned to patrol many of the County beaches during the summer season. These patrols are designed to tackle issues such as off-lead dogs, dog-fouling and safety concerns during the busy bathing season. Enforcement measures in this area also support the Blue Flag criteria, which requires strict control of dogs to maintain water quality and public safety.
In addition to the above resource, funding has been received for 2025 from the Department of Rural and Community Development to allow for the employment of an additional Dog Warden in the County. This Dog Control Support Initiative was launched to tackle rising concerns around dog safety, dog control and part of a broader push to promote responsible dog-ownership. This funding has resulted in many benefits including increased patrols in public parks and residential areas and enhanced community engagement.

TII line marking contractors, and West Clare MD line marking contractors have been working on the faded line markings on those local roads which have junctions on the National Secondary network. I’d hope that many of the road markings have now been refreshed, with the remainder to be completed over the next couple of weeks. If the elected members wish to bring to my attention any local road where, for example, the STOP bar at the junction with the National Road needs refreshing, please do so, and I will have the line marking contractors carry out the necessary work.

While the R-487 between Keating’s Bar & Restaurant and Walsh’s Hill, leading to Loop Head lighthouse was not included on the 2025 Schedule of MD works, it was included on our 3-year programme 2025 – 2027.
I anticipate that a section of the R-487 regional road will be included for full road reconstruction and resurfacing in the 2026 Schedule of MD works.
