Minutes of Shannon Municipal District Meeting to consider the Draft Budgetary Plan November 2023

Location: Held in the Council Chamber, Áras Contae an Chláir, New Road, Ennis, Co. Clare.

Item no. 1: Consideration of the Draft Budget – General Municipal Allocation (GMA) for Shannon Municipal District.

Leas Cathaoirleach John Crowe convened the meeting and welcomed all present to this meeting to consider the General Municipal Allocation (GMA) in the draft budgetary process. 

Ms. Noeleen Fitzgerald, Head of Finance addressed the meeting and outlined that the purpose of the meeting was to consider the proposed GMA allocation for 2024 for the Shannon MD.  The budget process is working within the guidelines set out in legislation with a number of meetings held with the Corporate Policy Group.  Budget Workshops will take place prior to the full Budget meeting on 30th November, 2023.  The proposed GMA for the Shannon MD is €343,000, which is an increase on the 2022 allocation. 

Mr. Pat Dowling, Chief Executive outlined that the GMA allocation has to be considered within the overall context of the 2024 Budget.  Further discussions will also take place at Budget Workshops prior to the full Council meeting.  He emphasised the importance of enhancing and protecting the GMA. 

The GMA Budget for 2023 was proposed by Cllr. Gerard Flynn and seconded by Cllr. PJ Ryan  and unanimously agreed by all.

The meeting then concluded.
