Item 3: Ordinary Business

(i)     Ennis Streetscape Enhancement Scheme

Paddy Tiernan, A/Senior Engineer, delivered a presentation on the Ennis Streetscape Enhancement Scheme. The grant for painting, improvement to facades, repairs to gutters and downpipes will be available to;

  • Commercial property owners within the Ennis Architectural Conservation Area
  • Residential property owners who were directly adjoining the Public Realm works Project A & Project B
  • The grant is a maximum of €1,000 per property or 80% of value whichever is less.
  • The application process will be open from 2nd February – 27th February 2026.
  • Deadline for completion of works is the 31st October 2026.

 

Cllr. Mary Howard welcomed the enhancement scheme which is better than what she had sought in her Notice of Motion a year ago.

Cllr Daly welcomed the scheme and enquired if approach roads would be included. Paddy clarified that monies are ringfenced for the centre of town and those businesses most affected by the public realm works. He added that any further expansion would reduce the effectiveness of the scheme.

Cllr O’Callaghan welcomed the investment which is badly needed to re-energise the town and he commended the inclusion of gutter and façade.

Cllr Colleran Molloy commended Cllr Howard for this Motion and she hoped that the investment will have a beneficial effect noting that some shop fronts were in need of a facelift. Cllr Murphy thanked Paddy Tiernan and commended the level of investment secured.

Cllr Baker Bashua recommended a broad approach in terms of the €1,000 to be provided versus 80% value, to ensure applicants have the required funds to do the job. Paddy Tiernan clarified that it is expected that the vast majority will qualify for the full amount and limits are applied only to make it as fair as possible.  Cllr Guilfoyle welcomed the scheme stating that it would give Ennis an opportunity to lead nationwide, in terms of town centre regeneration.

 

(ii)   Christmas in Ennis – 2025 Programme

Niamh O’Connor delivered a presentation on the Christmas in Ennis events programme. She briefed on the additional parking which would be available during the Christmas period, as well as free parking in council carparks from 27th November onwards. She highlighted the Council’s initiative in supporting businesses, with free parking on Black Friday, for all on street and Council carparks.

Cllr Howard acknowledged the details of the Christmas schedule and welcomed the inclusion of Damien Gormley who has obliged on many occasions.

Item 5: Notice of Motion No. 1 Quin Road Footpath to Ballaghboy Site

“Quin Road Footpath to Ballagh boy Site 

Further to my visit to the Holy Family Schools, and to correspondence received from the Principals, I am calling on the EMD of Clare County Council to deliver immediate interim safety measures such as warning signage, reduced speed limits, or temporary walkways, and to develop a permanent footpath solution. 

In their own words, the Principals ask, “that the situation be treated as a matter of critical child safety, not long-term planning.”

They also express “deep concerns for the safety of children who walk this route daily, that every morning at approximately 8:30am during peak traffic young children from the Ballaghboy Halting Site must walk nearly 700 meters along a busy stretch of road with no footpath, from the site to Jonno’s Bar. There is no safe walking infrastructure to protect them from fast-moving vehicles.”

They state that they “know this road to be very dangerous as two staff members have been involved in serious traffic accidents on that same stretch of road in the recent past due to drivers, in one instance being intoxicated and the other, texting while driving.  The situation is not only dangerous; it is untenable. In our view, the children’s current journey to and from school is an imminent accident waiting to happen. Currently, children from three families at Ballaghboy are enrolled in our school, with more expected as younger siblings and other Ballaghboy families reach school age. This means that the risk is ongoing and likely to increase unless immediate action is taken.””

 

Patrick Tiernan, A/Senior Engineer, responded as follows:

This motion is welcomed. Ennis Municipal District fully acknowledges the concerns raised by the Principals of the Holy Family Schools and appreciates the genuine worry that motivates such correspondence. Safety on our county roads is of concern for all our citizens and the safety of our children heightens this sense of urgency to implement all possible measures at every location. 

Members will be aware that Ennis MD receives a significant number of requests each year for new footpaths, active travel infrastructure, and road safety improvements. We endeavour to carefully assess all requests on their merits, but unfortunately, not all can be accommodated.

Having considered the project proposed (indicative costs are approximately €350,000 plus land costs) in the context of all possible road safety projects and funding availability we cannot, unfortunately, commit to this project at this time. We will, however, continue to review the options and measures to address the concern.  

 

This item was seconded by T. Guilfoyle and agreed by all Members.

 

Cllr Colleran Molloy acknowledged the response but echoed the concern of those residents, particularly given the reporting of some near misses. She added that it is incumbent on Ennis Members to make these representations and she was sorry to learn that a temporary traffic signal system would not be considered.

Cllr Baker Bashua informed the meeting that some temporary measures might help and small actions can give reassurance while also demonstrating to residents that the Council is willing to help.

Cllr Guilfoyle seconded the Motion and acknowledged the response adding that if funding were to appear under an Active Travel scheme, it would be beneficial if the footpath could extend to Healy Park.

Cllr Murphy supported the Motion, considering the health and safety of children as being of paramount importance, but he understood the funding limitations and hoped that an Active Travel option may provide for this at some point.

Cllr Daly supported the Motion and expressed disappointment on learning that a footpath could not be considered at this time.

Cllr O’Callaghan also supported and regretted the difficulty securing funding for what is a huge security issue.

 

Paddy Tiernan clarified that it may be counterproductive to implement a temporary measure which gives a false sense of security that it is safe to walk the section of road in question.

 

Item 6: Notice of Motion No. 2 Willow Park – Drainage and Footpath Upgrade

“Further to my previous representations I ask for a progress report of what works, and at what cost, have been carried out by Ennis Municipal District in Willow Park, Gort Road, regarding upgrades road gullies & drainage to prevent flooding and footpath upgrade/repairs.” 

 

Donnagh Murphy A/Senior Executive Engineer, responded as follows:

An inspection was carried out this month regarding the condition of the existing infrastructure associated with the public areas in Willow Park. The condition of the existing footpaths are generally accessible for members of the public with limited mobility. There are however isolated areas, particularly around utility and services chambers, that require remedial repair works. Ennis MD will liaise with the relevant utility providers to arrange these works.

Following reports of localised spot flooding, Ennis MD carried out drainage repair and additional drainage installation works in Willow Park to the cost of approximately €10,000. These works were carried out earlier this year. There have been no reports of drainage issues following these works, however Ennis MD will continue to monitor the area over the coming winter period.

Cllr O’Callaghan voiced concern that some paths do not meet standards and he welcomed the review. He added that the potential for flash floods arise when these surfaces are not kept at the highest standard.  Cllr Daly seconded the Motion and welcomed the good news for Willow Park and the allocation of funding.

 

Item 7: Notice of Motion No. 3 Lissane/Orchard Drive/Beechwood Clarecastle – Kerbs/Accessibility

“The Ennis Municipal District Team will conduct a survey of the dropped kerbs on the footpaths on the Lissane/Woodview Road in front of Orchard Drive and Beechwood, Clarecastle and commit to upgrading any dropped kerbs that do not meet the standard required whilst works are going on in that area with the raised pedestrian crossing etc.” 

 

Donnagh Murphy A/Senior Executive Engineer, responded as follows:

Ennis MD commits to undertaking a survey of this area with a view of identifying ways to improve accessibility, particularly around the re-configuring of the existing footpath arrangements. As outlined, safety improvement works are currently ongoing in the immediate area at the Lissane Rd junction. Where feasible, we will include improvements to nearby pedestrian crossings within this project. Any proposed works identified as part of our survey, along with the traffic calming works ongoing at the adjacent junction, will make the area more accessible and in general safer for both the pedestrian and vehicular user.

 

This item was seconded by Cllr. P. Murphy and agreed by all Members.

 

Cllr Guilfoyle wished the record to note a correction to the place name on his motion. It should read “Lissane/Clarehill” as opposed to “Woodview”.

 

Cllr Guilfoyle welcomed the response adding that this work would be beneficial for the area.

Cllrs Colleran Molloy, Daly and Howard also supported the motion.

 

 

Item 8: Notice of Motion No. 4 Drumcliff Cemetery - Unmarked Graves

“A number of months ago I requested that some form of permanent marker/ headstone be erected at the four unmarked graves in the St Bridget's Section in Drumcliff Cemetery. Has there been any progress on this request?”

 

Joe Spellissy, Senior Staff Officer, responded as follows:

Irish Natural Stone, Tubber has been tasked with the putting in place of memorials to those who, in recent years, have been buried in Drumcliff without being identified.

Work is in progress and should be completed shortly.

Cllr Howard stated that she had been tending to these graves. She welcomed the response and would look forward to the completion of these works. Cllr Colleran Molloy seconded the Motion and commended the focus on same.

 

Item 9: Notice of Motion No. 5 N68 – Road Safety and Speed Limits

“I am requesting clarity on whether the burden of responsibility for road safety issues & speed limits on the N68 lies with Clare County Council or Transport Infrastructure Ireland.”

 

Cyril Feeney, Senior Engineer, responded as follows:

The N68 is part of the national road network. Transport Infrastructure Ireland (TII) has overall responsibility for the planning and supervision of works and for the construction and maintenance of the national road network. As part of that remit, it carries out safety analysis of the entire national road network. It is not in the local authority’s remit to carry out this analysis. However, the local authority does consult with TII to identify potential safety concerns or accident locations, but those locations and any remedial works are subject to review and approval by TII in accordance with their relevant standards.

 

The required legislative change to reduce speed limits on the national secondary road network is included in the National Vehicle and Driver File Bill 2025 which will likely not be enacted until early 2026 subject to Government priorities.

The default speed limit on the national secondary network is proposed to be set to a default speed limit of 80km/h when this legislation in enacted. That default speed limit reduction will be by Ministerial order and so will not involve the local authority or TII other than to update signage. Any further amendments to speed limits proposed at any location by the local authority will be subject to the relevant Setting of Speed limit Guidelines and TII approval.

 

This item was seconded by Cllr Colleran Molloy and agreed by all Members.

 

Cllr Murphy highlighted that a similar Motion had also been raised at the November County Meeting and an in-depth discussion had followed with Members showing solidarity in terms of this issue. He was determined to keep this item high on the agenda.

Cllr Colleran Molloy seconded the Motion and was pleased that there is unanimous agreement that this item needs to be a higher priority for TII.

Cllr O’Callaghan supported the Motion and was in favour of measures to compel traffic to slow down.

Cllr Guilfoyle supported the Motion and hoped that our teams will have the necessary evidence to take to the TII for this badly needed work.

 

Item 10: Notice of Motion No. 6 Clarecastle Treatment Plant – Request for Ministerial Intervention

“I request Ennis MD make contact with both Minister James Browne TD and the Department of Local Government, with a view to seeking funding for the upgrade of Clareabbey Treatment Plant particularly as there isn’t sufficient capacity of water and sewerage to cater for future residential and commercial developments in Ennis and its surrounds.”

 

Patrick Tiernan, A/Senior Engineer, responded as follows:

On October 21st, Ennis Chamber together with the Local Property Development Group organized for Justin Gleeson, Director of ‘People & Place’ to provide an update to EMD Councilors & staff on ‘Ennis Residential Zone Profile’.  It was a very productive meeting with Developers outlining the major obstacles and making recommendations to Councillors on what needs to happen for the situation to improve.

Following this meeting an invitation was extended to the Minister for Housing, Local Government and Heritage, James Browne, to meet with the group.  Ennis MD subsequently received a response which stated “Our office has made note of this invite for when the Minister visits Clare in the future. I will liaise with your office once a date is set for this visit.”

 

 

This item was seconded by M. Howard and agreed by all Members.

 

Cllr Daly acknowledged the response but voiced concern that an infrastructural deficit is a major impediment to progression with housing.

Cllr Howard seconded the Motion adding that the referenced letter had been forwarded without delay.

Cllr T. O’Callaghan supported the Motion and highlighted the detrimental effects of Clareabbey wastewater facility being at capacity.

Cllr Colleran Molloy strongly supported the Motion adding that the response from the Minister is not adequate, adding that this is a major issue. She added that no Councillor is happy with this response and would wish to double down on this request at Cllr Daly’s behest.

Cllr Murphy supported the Motion having raised it many times in the past. The southern side of Ennis is at critical status, and it must be noted also that a resolution is going to take a long time to go through the various stages to fruition.

Cllr Guilfoyle supported the Motion stressing that we are building facilities that are not futureproofed.

Cllr Daly thanked Members for the support, and he would liaise directly with the Minister on this crucial issue.

 

Item 11: Notice of Motion No. 7 Roundabout at St. Flannan’s – Hazardous Condition

“Can the EMD look at the roundabout next to Flannan's College, at the junction of Limerick Road and College View (there is a Paco shop facing on to it, for reference). 

 

As you know that's one of the main roads in to town for most people, and at nighttime the roundabout is so dark it is actually dangerous, with a constituent reporting that “they have nearly had a car accident there twice in the last year due to the darkness”.”

 

Michael McNamara, A/Senior Executive Engineer, responded as follows:

The Public Lighting Section shall engage its maintenance contractor to undertake an assessment of the existing lighting provision at the location of roundabout on the R458, adjacent to St.Flannan’s College. The results of same shall be made available to Ennis MD for their consideration, should any necessary upgrade works or vegetation maintenance be identified.

Cllr Colleran Molloy welcomed the proposed review and would look forward to a positive outcome.

Cllr Murphy seconded the Motion and vouched for the poor visibility at nighttime.

Cllr Daly and Cllr O’Callaghan supported the Motion and the need for improved lighting.

Cllr Guilfoyle supported the Motion highlighting that on exiting the Clareabbey roundabout, the kerb blends into the road and is quite dangerous.

 

 

Item 12: Notice of Motion No. 8 Christmas 2025 - Initiatives for Local Economy

“With the public realm works nearing completion we have a unique time-sensitive opportunity to launch a revitalised, attractive and pedestrian friendly town image this Christmas. What initiatives are in place ensuring our many businesses can benefit in the hope to generate extra footfall over the upcoming Christmas Trade.”

 

Patrick Tiernan, A/Senior Engineer, responded as follows:

As described in the earlier presentation many exciting initiatives are planned to encourage additional footfall in Ennis over the upcoming Christmas period. These include:

  • Demobilisation of public realm contractor on 25th November
  • Switching on of the Christmas Lights event   
  • Pedestrianisation of O’Connell St
  • Extensive promotional and media campaign showcasing Ennis
  • Additional parking at Clare County Council offices
  • Free parking in town centre car parks
  • Street Fashion Shows
  • Family Orienteering Event
  • Christmas Film at Glór
  • Street Entertainment
  • Ennis Street Radio

 

The aim of these initiatives is to boost economic activity within the town during the upcoming festive season.

Cllr O’Callaghan welcomed the response. Christmas trading is vital for businesses and therefore economic activity must be supported along with a powerful narrative that the works are finished and the town is about to be revitalised. He complimented the events arranged for Christmas and the proposals for free parking. He would like consideration to be given to acquiring the site of the old Ennis N.S. as a potential central provision for 500 parking spaces, whilst further developments are awaited.

Cllr Daly welcomed the response and was delighted with the finish on the public realm works.

 

Item 13: Notice of Motion No. 9 Support for Women’s Community Group and Provision of a Dedicated Permanent Space in Ennis

“Motion Title: Support for Ennis Women’s Community Group and Provision of a Dedicated Permanent Space in Ennis

 That Clare County Council:

  1. Recognises the significant contribution of the Ennis Women’s Community Group (EWCG) to the social, cultural, and emotional wellbeing of women and the wider community in Ennis.
  2. Acknowledges the group’s remarkable growth since its establishment in June 2024, now engaging over 160 members through regular workshops and initiatives promoting inclusion, creativity, and empowerment.
  3. Notes the group’s ongoing collaboration with local and national partners including Creative Ireland’s Birds of a Feather Project, Clare Local Development, and Féileacáin, as well as their positive economic impact through sustainable craft and market activities.
  4. Further notes that the group currently operates across multiple temporary venues in Ennis, which restricts their capacity to expand programmes, host workshops, and accommodate the growing membership.
  5. Therefore, resolves that Clare County Council:
    • Support in principle the identification and allocation of a dedicated permanent community space within Ennis for the Ennis Women’s Community Group to operate as a local hub for women’s empowerment, learning, and creativity.
    • Facilitate engagement between EWCG and relevant Council departments (including Community Development, Healthy Ireland, Age Friendly Clare, and Clare Local Development) to explore suitable premises and partnership opportunities.
    • Consider available funding supports or collaboration mechanisms to ensure the long-term sustainability and accessibility of this community hub.
  6.  Further requests that a report be brought back to Council outlining potential options for securing such a space and any supports available to assist in its establishment.” 

    Leonore O’Neill, Senior Executive Officer, responded as follows:

    Clare County Council acknowledges the role of the Ennis Women’s Community Group (EWCG) to the social, cultural, and emotional wellbeing of women and the wider community in Ennis and notes the group’s ongoing collaboration with local and national partners, as well as their positive economic impact through sustainable craft and market activities.The Ennis Women's Community Group has actively been engaged with Clare County Council through our Rural Community Development Officer to explore options for a permanent hub.  Various locations have been examined but were either not suitable or did not have available space.  We will continue to work with the group and explore any and all funding opportunities available to facilitate this request.

    This item was seconded by Cllr M. Howard and agreed by all Members.

    Cllr Baker Bashua applauded the work of this group with over 160 active members who value outreach, empowerment and partnership. A dedicated community space would allow this group to blossom to their full potential, and she urged that cooperation would continue to ensure this vital work is supported.

    Cllr Howard seconded the Motion, praising the work of the group and what she deemed “a very warm engaging space to be” and their crafts are so impressive.

    Cllr Colleran Molloy commended Cllr Baker for this Motion and she hoped the Thrive grant will also benefit these groups who work so hard but need a base to be fully operational. She cited the Men’s Shed as a perfect example of how a group will flourish with the right level of support.  

     

    Item 14: Notice of Motion No. 10 Pedestrian Crossing for Kilrush Road from Collins Park to Government Buildings.

    “The Ennis Municipal District Team will investigate the feasibility of constructing a pedestrian crossing from Collins Park across to the Government Building Block on the Kilrush Road and that all potential funding streams for this project will be thoroughly explored to allow the pedestrian crossing to be completed as soon as practicably possible.”

     

    Donnagh Murphy A/Senior Executive Engineer, responded as follows:

    Ennis MD agree with this proposal and will commit to exploring and developing the concept in the form of a safe pedestrian crossing in/around this area. This will involve a Section 38 process in accordance with the Roads Traffic Act 1994. We commit to commencing this process in the early part of 2026 with a view to obtaining the necessary statutory consents ensuring the project is ‘shovel ready’. We will also continue to liaise with the NTA and explore the potential of the proposed crossing to be installed in conjunction with the bus stop construction works for the Town Bus Service.     Item 15: Notice of Motion No. 11 Pedestrian Crossing for Kilrush Road from Collins Park to Government Buildings

    No. 11   Notice of Motion submitted by Cllr. M. Howard

    “There is a large amount of foot traffic from the main Kilrush Road, including Collins Park and Turnpike Road crossing the road to access the Childcare Facility in the Government Buildings Complex. I am requesting that a pedestrian crossing be located at the entrance to the Complex.”

     

    Donnagh Murphy A/Senior Executive Engineer, responded as follows:

    Ennis MD agree with this proposal and will commit to exploring and developing the concept in the form of a safe pedestrian crossing in/around this area. This will involve a Section 38 process in accordance with the Roads Traffic Act 1994. We commit to commencing this process in the early part of 2026 with a view to obtaining the necessary statutory consents ensuring the project is ‘shovel ready’. We will also continue to liaise with the NTA and explore the potential of the proposed crossing to be installed in conjunction with the bus stop construction works for the Town Bus Service. This would help accelerate the delivery of this project.

    Item 16: Notice of Motion No. 12 Connection of Public Sewer at rear of Ross Leamhain estate to Aughvaddy Bridge

    “I ask Ennis MD to arrange sewerage connection from the public sewer at the rear of Ross Leamhain estate, Roslevan to Aughvaddy bridge, Roslevan so that the residents on the main road, Roslevan can connect up.”

     

    Patrick Tiernan, A/Senior Engineer, responded as follows:

    As Members are aware local authorities are no longer responsible for public water or wastewater services and that this responsibility falls under the remit of Uisce Éireann. We will forward this request to Uisce Éireann and we expect to be in a position to share their response at the December meeting of Ennis MD.

    Cllr Daly highlighted that all the adjoining areas are connected to the mains, and it was appropriate for the areas subject to this Motion to also benefit from this connection.

    Cllr Colleran Molloy seconded the Motion having raised the issue a few times over the years and those residents are so eager to get connected to the system. She commended Cllr Daly for this Motion and hoped for a good outcome.

     

    Item 17: Notice of Motion No. 13 “new” St. Joseph’s Terrace Clarecastle – Traffic Calming

    “I am requesting that Traffic Calming Measures, Signage & Road Markings are considered in the "New" Saint Joseph's Terrace, Clarecastle, particularly at the junction with the middle section of the estate.”

     

    Donnagh Murphy A/Senior Executive Engineer, responded as follows:

    Ennis MD will investigate this junction in the coming weeks and revert with suitable control measures, if deemed necessary. Traffic calming measures recently implemented in St. Josephs Terrace in the form of speed ramps and signage are near completion, and an immediate improvement in terms of reduced vehicular speeds should be evident in these areas of the estate.

    Cllr Murphy commended all the work done in recent weeks by the Ennis team and contractors. He commended the finish, new kerbing, speed ramps and public seating. He highlighted that the junction when travelling from the middle section to new section, requires attention. He added that the bend on the road needs signage and is subject to Ballybeg through traffic and therefore very busy at times.

    Cllr Guilfoyle welcomed all the works undertaken in this estate, fantastic improvements can now be seen, and he also acknowledged the work by Kevin Carroll former Executive Engineer.

    Cllr Colleran Molloy also supported the Motion and response.

     Members joined Cllr Howard in issuing condolences to:

    • The family of the late Nuala Monahan R.I.P., teacher of Science and Maths, a wonderful lady.
    • The Brennan family, on the passing of Flan’s wife Lily R.I.P. Cllr Baker Bashua acknowledged that Lily’s daughter Fiona works in the H.R. Department of the Council. Lily Brennan was a quiet and dignified lady and yet a powerhouse behind the scenes. R.I.P.
    • The Brennan family, on the passing of Flan’s brother Jimmy R.I.P.
    • The Dixon family, on the passing of the late Mark Dixon R.I.P., Fire Service.
    • The family of the late Tommy Malone R.I.P.
