Expression of Interest - Housing Provision

We are seeking expressions of interest from Developers, Landowners, Building Contractors and/or other interest parties who have lands (serviced and unserviced), sites with or without planning permission, partially completed developments and/or turn key developments in County Clare and in particular in the urban Ennis area for the provision of social housing.

We are seeking to identify:

  • Lands zoned for residential development that would be suitable for residential development
  • Lands with planning permission for residential development
  • Residential schemes completed or partially completed
  • Mixed development schemes where social residential development could augment the development
  • Turn key developments

Proposed developments must be compliant with the Department of Housing, Planning and Local Government guidelines; Clare County Development plans; the relevant Building Control and Health & Safety legislation. In general, proposals should be limited to a maximum of 40 units however in areas of significant demand up to 65 units will be considered where the size and type of unit meets the area demand and the proposal is sustainable in terms of department guidelines and estate management requirements.

Submission requirements will vary significantly depending on the stage of the development and in that regard the primary consideration for further discussion on a proposal will be requirement for social housing in the area proposed for the development.

Assessment will commence on the 18th July and submissions will be accepted on an ongoing basis.

Evaluation criteria will include but is not limited to the following:

  • Sustainable communities
  • Timescale for delivery
  • Value for money / cost certainty
  • Quality of design and construction to include compliance certification

We will review submissions and may engage parties where expressions of interest are considered to merit further discussion.

We are not obliged to pursue any of the expressions of interest submitted. We will not be liable for expenses incurred by the applicant in connection with the preparation of the submission under this expression of interest. We reserve the right to nominate an approved housing body to deliver the project.

Expressions of Interest engagement leading to a contract is subject the agreement of our sanctioning authority, the Department of Housing, Planning and Local Government and will also be subject to available funding.

We are subject to the provisions of the Freedom of Information (FOI) Acts. If you consider that information supplied is commercially sensitive and/or confidential in nature, this should be specified and the reasons for its sensitivity outlined. In such cases, the relevant material will, in response to FOI requests, be examined in light of exemptions provided for under the FOI Acts.

Applicant should complete a separate questionnaire for each site/development it wishes to nominate/propose for consideration. Please note that proof of ownership is essential. Site location map must be provided. You may attach additional relevant supporting information.
