Public Invited to Propose Suitable Land for New Home Builds
Clare County Council is inviting landowners from across the county to identify land suitable for building new homes as part of the council’s commitment to support accelerated housing delivery in the county, and in line with the “National Planning Framework (NPF) Implementation: Housing Growth Requirements Guidelines”.
The public are asked to share their proposals for lands suitable for residential zoning through a non-statutory public consultation process before December 19, 2026.
This consultation process aims to identify greenfield, brownfield, infill, and regeneration sites within towns and villages, excluding *Shannon and sites in the rural countryside, that can contribute to sustainable, compact growth and meet housing needs for generations to come.
Welcoming the consultation, Clare County Council Director of Service for Planning, Economic, Rural & Community Development, Jason Murphy, said “This process is an important step in ensuring Clare can meet its housing growth targets while promoting sustainable and compact development. We encourage all landowners to engage and help shape the future of our towns and villages."
Clare County Council Senior Planner Helen Quinn added, "By identifying suitable lands now, we can plan effectively for both immediate and long-term housing needs. Community input is vital to achieving balanced growth and vibrant settlements across the county."
Submissions are welcomed from landowners, homebuilders, and interested parties by Friday, 19th December 2025. All proposals should adhere to the objectives set out in the the Clare County Development Plan 2023–2029 and the Ministerial Guidelines published in July 2025, which set out increased housing growth targets for Clare.
