LRD is a new application process introduced to replace the Strategic Housing Development (SHD) application process. This restores the two-stage planning process, with decision making for LRD applications returning to the local planning authority in the first instance, with the subsequent right of appeal to An Bord Pleanála.
Large-scale Residential Development means:
- the development of 100 or more houses, or
- the development of student accommodation that includes 200 or more bed spaces; or
- a combination of (a) and (b) where the threshold is met for either element and subject to the LRD floor space comprising the houses and/or student accommodation of the buildings being at least 70% of the total LRD floor space. The remaining 30% of the LRD floor space may be attributed to other uses.
LRD can only be applied for on land zoned to facilitate the uses proposed in the application. Lands located within a Strategic Development Zone (SDZ) cannot be included in an LRD planning application.
