Photograph Competition -Clare County Development Plan 2023-2029

Clare County Council is pleased to announce a Photograph Competition to coincide with the preparation of the Clare County Development Plan 2023-2029, which sets out a strategy for the proper planning and sustainable development of County Clare.

THEME:

Photographs should reflect County Clare in a post pandemic era and the resilience of its people in facing up to the challenges of the Covid-19 pandemic and embracing fresh opportunities created in its wake. Both rural and urban communities have adopted innovative ideas and approaches to bring communities together once again and re-establish the vibrancy and uniqueness of the county and its people, re-affirming the high quality of life enjoyed by those who live, work and visit.

In parallel, our heightened awareness of the environment within which we live has encouraged us all to adapt to and adopt more sustainable practices in all facets of our lives in support of Climate Action. Key stakeholders, service providers, businesses, communities etc. are similarly embracing the challenge of playing their essential part in delivering a sustainable and climate resilient county by adopting more sustainable practices.

Any chapter headings in Volume 1 of the Draft Clare County Development Plan 2023-2029 can be interpreted in photographs which reflect the beauty, uniqueness, diversity and resilience of the place and people of County Clare.

CATEGORIES:

This competition has two categories, under 18 and adult. For the under 18 category, entrants must be aged 17 or younger at the time of the closing date. Proof of age may be requested. The competition is open to amateur photographers only.

PRIZES:

The winner in each category (under 18 and adult) will each receive a photography voucher worth €250.00. The winning entries and a selection of other photographs may be published as part of the final Clare County Development Plan 2023-2029.

HOW TO ENTER:

Entry forms, along with competition rules and entry requirements, are available below. 
Please complete the entry form and email it to photocompetition@clarecoco.ie together with your photograph. Each entry form is to be accompanied by one photograph only, however there is no limit to the number of entries submitted. The deadline for receipt of completed entry forms and photographs is 4.00 p.m. on Friday 31st March 2023.

Rules & Entry Requirements:

1. Deadline for receiving entries is 4:00 p.m. on Friday 31st March 2023.
2. This competition has two categories, under 18 and Adult. For the under 18 category, entrants must be aged 17 or younger at the time of the closing date. Proof of age may be requested.
3. The photographs must be taken in County Clare. Each entry must have a title and location and may include an optional description.
4. The competition is open to amateur photographers only.
5. There is no entry fee.
6. There is no limit to the amount of photographs that can be submitted. However each photograph must be accompanied with an individual entry form.
7. Photographs are to be submitted electronically to photocompetition@clarecoco.ie together with your photograph and application form. A hard copy of completed entry form and photograph is also to be submitted to the Council offices or submitted by post to Planning Department, Clare County Council, Áras Contae an Chláir, New Road, Ennis, Co Clare.
Photographs must be in the form of a still digital image and must adhere to the following specifications:
• minimum 300 dpi
• minimum JPEG quality 1MB, maximum size of each image is 15MB, and should be high resolution at A4.
8. You must provide Clare County Council with your name, address, age (if under 18 entrant), telephone number and email details if you wish to enter this competition.
9. The copyright of all entries remains with the copyright holder. However, by submitting your photograph to Clare County Council you agree to grant Clare County Council, free of charge, the right to publish and the right to licence others to publish the photograph in all media and publications as required. While we will attempt to credit photographers we cannot guarantee that every use of the photographs will include the photographers’ names. Photographs received may also be displayed in the atrium of the Council building.
10. This competition is not open to any person involved in the running of the competition, or their immediate family members.
11. Photographs must be submitted in colour.
12. Prizes are non-transferable and non-negotiable.
13. Images may be digitally enhanced to remove spots or scratches, but not manipulated. Entrants can enhance the picture to make it brighter, clearer etc, but not manipulate the content. The judges reserve the right to exclude any images they believe may have been excessively treated so as to alter its authenticity.
14. All entries will be judged by a panel of judges. They will consider a range of factors including composition, technical ability, originality, interpretation of the theme and the appeal of the photographs. The decision of the judges is final and no discussions or correspondence will be entered into.
15. All entries must be the original work of the entrant and must not infringe the rights of any other party. The entrants must be the sole owner of copyright in all photographs entered. Each photograph must be the entrant’s own original work. By providing a photograph, each entrant warrants and represents (i.e. guarantees) that all elements of the photograph are the entrant’s own original work, that the photograph was created only by them and is owned only by them, and the use of the photograph for the purposes described in these rules and requirements.
16. By entering, entrants will be deemed to have agreed to be bound by these rules and Clare County Council reserves the right to exclude any entry from the competition at any time and in its absolute discretion if Clare County Council has reason to believe that an entrant has breached these rules.
17. All entries into the competition must be suitable for publication and therefore appropriate for a general audience. Clare County Council reserves the right to reject any photographs on the grounds of illegality, infringement of any third party rights, the subject matter being offensive or on any other ground that it may consider appropriate. The decision of Clare County Council to accept or reject any entry is final and no correspondence shall be entered into.
