Fire safety management
The keeping of fire safety records is an important element of the proper fire safety management of any premises.
A typical fire safety register is set out under Appendix D of the Code of Practice for the Management of Fire Safety in Places of Assembly (1989) and is available to owners and occupiers of buildings to assist them in keeping records for specific items.
In addition to the items catered for in the register, it will be necessary to keep records and certificates for other items, such as furnishings, bedding, electrical installations, gas installations, as appropriate to particular premises.

This legislation places certain duties in relation to fire safety on any person with control over most types of premises other than a dwelling house occupied as a single dwelling. The person with control may be the owner, occupier or manger.
The duties are detailed in section 18(2) of the acts, and requires every person with control over such premises to:
- Take all reasonable measures to guard against the outbreak of fire on the premises.
- Provide reasonable fire safety measures for the premises, and prepare and provide appropriate fire safety procedures for ensuring safety of persons on the premises.
- Ensure that the fire safety measures and procedures referred to in paragraph (b) are applied at all times.
- Ensure, as far as is reasonably practicable, the safety of persons on the premises in the event of an outbreak of fire.
Examples of the types of premises where the duty is imposed in relation to fire safety are as follows:
- Premises used for any purpose involving the provision of sleeping accommodation, excluding premises consisting of a dwelling house occupied as a single dwelling.
- Premises used as an institution providing treatment or care.
- Premises used for purposes of entertainment, recreation or instruction, or for the purpose of any club, society or association.
- Premises used for the purposes of teaching, training or research.
- Premises used for any purpose involving access to the premises by members of the public.
Compliance with responsibilities under the Fire Services Act requires that:
- The premises must be suitable for its intended use, and certain essential fire safety features appropriate to this use must be provided.
- A proactive fire safety management policy must be in place to minimise the risk of a fire occurring and ensure the safety of persons on the premises in an emergency.
